OBSERVAJEP
ObservaJEP es un observatorio académico conformado por la Universidad de La Sabana y la Universidad del Rosario, que cuenta con el apoyo y financiación del Programa Estado de Derecho para Latinoemérica de la Fundación Konrad Adenauer –KAS-. El Observatorio se propone monitorear, desde una aproximación jurídica, el diseño institucional, el funcionamiento, la implementación y el impacto de la Jurisdicción Especial para la Paz (JEP), con el fin de determinar el cumplimiento de sus objetivos conforme al Acuerdo de Paz y las obligaciones del Estado colombiano en materia de justicia, verdad, reparación y no repetición.
Para esto, ObservaJEP sistematiza la información recopilada en el monitoreo mediante la elaboración de matrices de fuentes jurídicas pertinentes para la JEP; fichas técnicas de las decisiones emitidas por la JEP o por otros órganos judiciales cuando estas influyen en el ámbito de esta jurisdicción; y boletines y cápsulas informativas sobre la actualidad de la jurisdicción. Esta información, posteriormente, es procesada con el fin de producir informes de análisis jurídico sobre los hallazgos del seguimiento.
Los insumos de ObservaJEP buscan permitirle a la academia, a los operadores jurídicos y a la ciudadanía en general contar con elementos suficientes para formarse una opinión informada sobre el papel y desempeño de la JEP. Así mismo, la labor de ObservaJEP es contribuir con insumos para fomentar debates e investigaciones académicas a nivel nacional e internacional sobre las distintas temáticas que se desprenden del actuar de la JEP. Por tanto, la difusión de los productos del observatorio es una de las tareas fundamentales. Esta difusión se realiza mediante las redes sociales y la página web de ObservaJEP a través de sus cinco secciones:
El observatorio: en esta sección se encuentra información relevante sobre ObservaJEP, el equipo de trabajo y sus principales noticias y eventos.
Acerca de la JEP: aquí se encuentra un ABC del Sistema Integral de Verdad, Justicia, Reparación y No Repetición, así como el marco normativo de la JEP.
Seguimiento a la JEP: en esta sección se pueden consultar los principales productos de ObservaJEP. En primer lugar, en la pestaña ¿Qué está pasando con la JEP? se encuentran los boletines y cápsulas informativas con la información más actual de la jurisdicción. En segundo lugar, las fichas técnicas de las decisiones más relevantes de la JEP y otros órganos judiciales. Por último, el seguimiento a los macrocasos priorizados por la JEP.
Publicaciones: aquí se encuentran los informes sobre la JEP realizados por ObservaJEP, así como, publicaciones académicas relevantes sobre justicia transicional, el modelo transicional colombiano, justicia restaurativa, entre otros.
Justicia Transicional y Derecho Internacional: en esta sección se encuentra un buscador sobre las principales decisiones de órganos internacionales que impactan la justicia transicional y la implementación de la JEP.
Por último, aunque ObservaJEP se enfoca en la Jurisdicción Especial para la Paz, entiende que esta hace parte del Sistema Integral de Verdad, Justicia, Reparación y No Repetición. Por tanto, el seguimiento y análisis de las actuaciones de la JEP siempre se desarrolla entendiendo la necesaria relación de esta con el Sistema.
