Understanding Impacts of Agricultural Governance Failures in East Africa
This discussion paper examines how agricultural governance failures in East Africa undermine efforts to improve food security, strengthen agricultural development and address climate-related vulnerabilities. Focusing on Kenya, Uganda and Rwanda, the study explores challenges such as inadequate public investment, land fragmentation, limited access to finance, gender inequalities and weak policy implementation. It assesses national and regional agricultural policies in the context of the African Union’s agricultural development commitments and highlights the need for stronger governance, better policy coordination and targeted reforms to build more resilient and sustainable agricultural systems.
