The Changing Meaning of Federalism

by Prof. Dr. Rainer Grote

From Separation of Powers to a Tool for Accommodating Diversity

In the context of the ongoing peace process many models for the future structure of the state in Myanmar have been analyzed in public discourse. Among them, federalism seems to be one of the more attractive options.

To a multi-ethnic society like Myanmar it offers systemic tools to strengthen such kind of diversity. This refers not only to the legal and executive branches but is also important with respect to the constitutional law basis of a federal system. Rainer Grote focuses on the different dimensions of federalism, the amazing career of federalism as a model of state organization, and new forms of federalism such as multinational federalism.
