Strengthening German-Israeli Cooperation One Year After the Hamas Attack

On October 7, 2024, one year after the devastating Hamas terror attack, the International Conference on Counterterrorism took place in Herzliya. Organized also in collaboration with the Konrad Adenauer Stiftung (KAS) Israel and the Institute for Counter-Terrorism (ICT) at Reichman University, the event served as a pivotal platform for advancing German-Israeli cooperation in the fight against global terrorism. The timing of the conference, marking the tragic anniversary of the Hamas attack, added a profound sense of urgency to the discussions. Experts, policymakers, and security professionals from Germany, Israel, and beyond convened to share insights, strategies, and innovative solutions to counter the continuing threats posed by terror organizations. In his keynote Thomas Haldenwang, President of the Federal Office for the Protection of the German Constitution, stated the efforts Germany is undergoing in fighting antisemitism in Germany and dealing with threats of global terrorism. The relationship between Germany and Israel, built on mutual trust and shared security interests, was a central theme throughout the event. "Both nations have long been on the frontlines of the fight against terror—Israel facing regional threats like Hamas and Hezbollah, while Germany grapples with domestic extremism and global terror networks", underlined Michael Rimmel, Director of the KAS office in Israel, during a panel on the Geopolitical and Global Terrorism Impacts of October 7th. Also Ambassador Dimiter Tzantchev, EU Ambassador to Israel, emphasized the importance of the EU speaking in one voice regarding its support of Israel and clearly condemning the brutal terrorist attacks against it. “The EU needs to take a more active role in addressing the crisis in the region. It must be clear that these attacks are not only against Israel but against the global democratic and liberal order”. Dr. Meir Javedanfar, an expert on Iran, further emphasized the common challenges of Israel and the western liberal democracies, outlining the short-term and long-term strategies and objectives of the Iranian regime to destroy both. Prof. Assaf Moghadam, former Dean of the Lauder School of Government, Diplomacy and Strategy at the Reichmann University, highlighted the values that Israel and Germany share, which stem from history but have long become a strong and unique relationship based on open dialogue and democratic values. He assessed the waves of Antisemitism that erupted in Germany shortly after the events of October 7, and quickly overshadowed the fact that Israel was the one being attacked. He argued that there is a direct connection between expressions of Antisemitism in the public sphere and the strengthening of radical Islam and terrorism in Europe since it fuels and encourages extremists to take action. The conference emphasized how these experiences allow for deeper collaboration between Europe, Germany and Israel, whether through intelligence sharing, joint counterterrorism operations, or technological innovation. One year after the Hamas attack, the conference also served as a reminder of the human cost of terrorism. It reaffirmed the commitment of Germany, Israel, and their allies to remain steadfast in their efforts to prevent future attacks and to build a safer world for all. Through initiatives like this, the Konrad Adenauer Stiftung continues to support and strengthen the German-Israeli relationship, ensuring that the fight against terror remains at the forefront of international cooperation.

לרגל חגיגת קיום היחסים הדיפלומטיים בין גרמניה לישראל, קיימה קרן קונרד אדנאואר אירוע חגיגי ב־16 באוקטובר 2025 בברלין. בין האורחים היו סגנית שרת החוץ הישראלית שירן האסקל, משלחת חברי כנסת ושר המדינה פלוריאן האן.

ביום רביעי, 18 ביוני 2025, קיימו המועצה הישראלית ליחסי חוץ וקרן קונרד אדנאואר וובינר בנושא המצב הנוכחי בין ישראל לאיראן. בפאנל השתתפו תומאס רווקהקמפ (יושב ראש ועדת ההגנה של הבונדסטאג הגרמני), פרופסור צ'אק פרייליך (עורך בכיר, כתב העת הישראלי ליחסי חוץ) ודוקטור ג'ונתן ספייר (מנהל מחקר, הפורום למזרח התיכון). את הדיון הנחתה דוקטור אפרת סופר, יושבת ראש הוועדה המייעצת של מרכז עזרי לחקר איראן ומדינות המפרץ, אוניברסיטת חיפה.

ב-11 במאי 2025 התקיים בתל אביב אירוע חנוכת התערוכה הפתוחה "הידידות הבלתי אפשרית – קונרד אדנאואר ודוד בן-גוריון", לציון 60 שנות יחסים דיפלומטיים בין ישראל לגרמניה. את האירוע פתחו סגנית שרת החוץ שירן האסקל ויו"ר הקרן, פרופ' ד"ר נורברט לאמרט.

Besuch von Dr. Gerhard Wahlers in Israel und den Palästinensischen Gebieten

Inmitten der anhaltenden politischen und sicherheitspolitischen Krisen in Israel, dem andauernden Krieg im Gazastreifen und einer volatilen Sicherheitslage im Westjordanland besuchte Dr. Gerhard Wahlers, stellvertretender Generalsekretär der Konrad-Adenauer-Stiftung und Leiter der Hauptabteilung Europäische und Internationale Zusammenarbeit, vom 31. März bis 3. April 2025 die Region. Die Reise führte ihn nicht nur nach Jerusalem, Tel Aviv und in das südliche Israel, sondern auch nach Ramallah – und bot so einen differenzierten Einblick in die Herausforderungen, vor denen die Region mehr als 18 Monate nach den barbarischen Terroranschlägen vom 7. Oktober 2023 steht.

TACHELES – Israel und Deutschland. Ein Jahr nach dem 7. Oktober.

Am 7. Oktober jährt sich der schreckliche Überfall der Hamas auf Israel zum ersten Mal. Wir nehmen dies zum Anlass, um vor dem bevorstehenden Jahrestag ein Zeichen für das Existenzrecht Israels, für jüdisches Leben in Deutschland und gegen Antisemitismus zu setzen. Dazu fand am 30. September 2024 in unserer Akademie eine Konferenz statt, in der wir gemeinsam mit Partnern, Vertretern aus Politik, Wissenschaft und Kultur sowie Gästen aus Israel und Deutschland die besondere Beziehung zwischen Deutschland und Israel hervorhoben, die Implikationen des Terrorangriffs reflektierten und diskutierten, wie wir Antisemitismus in Deutschland wirkungsvoll bekämpfen können. Kurzum: Wir sprachen Tacheles! Zu Gast waren unter anderem Ron Prosor, Botschafter von Israel in der Bundesrepublik Deutschland, Dr. Josef Schuster, Präsident des Zentralrats der Juden in Deutschland, Dr. Felor Badenberg, Senatorin für Justiz und Verbraucherschutz des Landes Berlin, Joe Chialo, Senator für Kultur und Gesellschaftlichen Zusammenhalt des Landes Berlin, Ricarda Louk, deren Tochter Shani beim Nova-Festival von der Hamas ermordet wurde, die Künstlerin Halina Hildebrand, Hanna Veiler, Präsidentin der Jüdischen Studierendenunion Deutschland und viele weitere interessante Gesprächspartner. Reuven Rivlin, der ehemalige Präsident von Israel, wendete sich mit einer Videobotschaft an die Gäste von TACHELES.

The Third Cohort of the Arkan Program Completes Training Sessions

We are very proud of the participants of the third cohort of the Arkan Program for young political leaders from Israel's Arab society. The training sessions of Arkan encourage the new generation of leaders to deal with the central questions regarding Israeli society and to tackle the internal issues of the Arab community. The group met with various political figures and learned how to listen to different voices and perspectives in society. We thank our partner Shaharit for conducting this training event on a very high and professional level, strengthening Israeli democracy.

Cybertrialogue - Encountering the Future in Cyberspace

The Vulnerability of Democracies - Critical Infrastructure Under Attack

In June 2023, the Cybertrialogue was held by the Konrad Adenauer Foundation in Berlin, where participants attended three days full of discussions, exchanges, and talks about different issues related to cyberspace. The predominant focus of our experts from the United States, Israel and Germany was on the protection of critical infrastructure and various approaches aimed at improving their level of protection. During the thought-provoking roundtables discussions, we spoke about regulation, cooperation and public-private partnerships. Moreover, actors in cyberspace, such as Taiwan, Iran and Israel were examined during an afternoon event with a geopolitical focus. A morning event during the Cybertrialogue was attended by experts from Latin America who were available for an exchange about the current challenges in their part of the world. Looking forward to the following projects and discussions within the Cybertrialogue framework.
