Strengthening Human Rights Awareness and Civic Participation in the //Kharas Region
KAS Namibia partners with the Office of the Ombudsman to promote human rights, civic responsibility, and access to justice.
Office of the Ombudsman, in partnership with KAS, and in support of the Office of the Governor in the Kharas region will host a 3-day Human Rights Workshop in Keetmanshoop from 7-9 July 2026. The workshop forms part of ongoing efforts to advance Sustainable Development Goal 16: Peace, Justice, and Strong Institutions by strengthening human rights awareness, access to justice, and citizen engagement. Held under the theme, “The Ombudsman as a Bridge for Collaboration and/or Understanding of Duties between Service Providers and the Citizenry to Attain Peace, Justice and Strong Institutions,” the workshop aims to empower communities with knowledge of their rights and responsibilities while improving access to public services and justice. Participants from traditional authorities, regional and local authorities, civil society organisations, youth groups, government institutions, law enforcement agencies, and the wider community will engage on key issues including land rights, disability rights, gender-based violence, child protection, and access to justice. The workshop will also provide practical information on available services and mechanisms that support the protection and promotion of human rights. Through this initiative, KAS and the Office of the Ombudsman seek to strengthen collaboration between institutions and communities, improve public awareness of rights and responsibilities, and contribute to building inclusive, informed, and resilient communities in Namibia. ECSO Project Hosts Youth Engagement and Empowerment Refresher Training

From 13–17 July 2026, the ECSO Project will host a five-day Youth Engagement and Empowerment Refresher Training in Windhoek for 20 participants from Civil Society Organizations (CSOs) in the Kunene, //Kharas and Erongo regions. The training forms part of the project's ongoing commitment to strengthening the capacity of CSOs to effectively engage and empower young people within their communities. The training will provide participants with practical tools, strategies and best practices for promoting meaningful youth participation, leadership development and community involvement. By enhancing their knowledge and skills, participating CSOs will be better equipped to design and implement initiatives that respond to the needs and aspirations of young people, ultimately contributing to stronger, more resilient communities. The training is designed to strengthen the capacity of participating organizations to effectively advocate for community needs and advance human rights-based approaches in their work. Participants will gain practical knowledge and skills in advocacy planning, campaign development, stakeholder engagement, and human rights principles. The training aims to equip CSOs with the tools needed to design and implement impactful advocacy initiatives, while enhancing their ability to promote, protect and uphold human rights within the communities they serve. The training forms part of the project's ongoing efforts to strengthen the institutional capacity and sustainability of participating CSOs. Through practical sessions and knowledge-sharing, participants will enhance their financial management, budgeting, reporting, and accountability skills, enabling them to manage organizational resources more effectively. Strengthening Leadership and Participation within PDM Youth and Women’s Leagues
KAS facilitates a three-day workshop to enhance leadership, communication, and organizational capacity among PDM youth and women leaders.
From 23–25 June 2026, the Konrad-Adenauer-Stiftung (KAS) will facilitate a workshop for members of the Popular Democratic Movement (PDM) Youth and Women’s Leagues. The workshop will bring together 40 participants from both structures to engage in discussions on leadership, communication, organizational development, and effective participation in democratic processes. The training aims to strengthen the capacity of youth and women leaders to contribute meaningfully to their party structures and Namibia’s democratic development.
UNESCO Namibia to Convene AI and Rule of Law Capacity Building Programme for Namibian Judges and Legal Officers
Judiciary and legal professionals will explore the opportunities, challenges and governance considerations of Artificial Intelligence in the justice sector from 23–25 June 2026.
UNESCO Namibia, in partnership with the National Commission on Research, Science and Technology (NCRST) and Konrad-Adenauer-Stiftung (KAS) Namibia-Angola, will host a three-day Capacity Building Programme on Artificial Intelligence and the Rule of Law for Namibian Judges and Legal Officers from 23–25 June 2026. The programme will bring together members of the judiciary and legal fraternity to examine the growing role of AI in the administration of justice. Participants will engage in discussions on the potential of AI to improve case management, reporting systems, data accessibility, document management, transcription and interpretation services, and communication within the justice sector. The training will include a needs assessment of the Namibian judiciary, presentations on innovation and technology solutions, and practical demonstrations of AI-powered tools. Participants will also explore critical topics such as AI ethics, judicial independence, cybersecurity, privacy and data protection, women's rights, AI governance in the judiciary, and the use of AI in evidence and decision-making processes. The programme aims to strengthen the capacity of judicial and legal professionals to understand, evaluate and responsibly integrate emerging technologies while upholding the principles of the rule of law and human rights.
Strengthening Judicial Capacity Through Magistrates’ Induction Training
KAS supports the professional development of newly appointed magistrates to advance effective, ethical, and accessible justice in Namibia.
From 22 to 26 June 2026, KAS will support an Induction Training Programme for newly appointed magistrates in Windhoek, organised by the Office of the Judiciary. The training aims to equip magistrates with the knowledge, skills, and ethical foundation required to effectively carry out their important role within Namibia’s justice system. The programme will cover a wide range of topics, including ethics and leadership, court administration, sentencing, civil and criminal procedure, child protection, domestic violence, maintenance matters, and access to justice. Participants will also engage with experienced judicial officers and legal practitioners, creating opportunities for professional learning and peer exchange. As one of Namibia’s key democratic institutions, the Judiciary plays a vital role in upholding the rule of law and protecting the rights of all citizens. Through this partnership, KAS reaffirms its commitment to strengthening democratic institutions and supporting initiatives that contribute to an accessible, efficient, and trusted justice system for all Namibians.

The Konrad-Adenauer-Stiftung (KAS) Namibia-Angola Office will facilitate a four-day workshop for political parties from 16–19 June 2026. The workshop aims to strengthen the capacity of political party leaders and representatives by providing a platform for learning, dialogue and the exchange of best practices. ECSO Project Conducts Monitoring and Mentorship Visits Across the //Kharas Region

During the week of 18–22 May 2026, the ECSO Project team is conducting monitoring and mentorship visits with Civil Society Organizations (CSOs) across the //Kharas Region. The engagements provide an opportunity to assess progress made by participating organizations throughout the three-year project cycle while offering tailored guidance and support to address emerging needs and challenges. Through these visits, the project seeks to strengthen organizational capacity, enhance institutional resilience, and promote long-term sustainability among CSOs. The mentorship sessions also encourage the sharing of best practices and lessons learned, ensuring that participating organizations are well-positioned to continue delivering meaningful and lasting impact within their communities.
Strengthening Legal Expertise for Effective Governance
Ministry of Justice and Labour Relations Hosts High-Level Training Workshop with Konrad Adenauer Stiftung Support
With the support of the Konrad Adenauer Stiftung, the Ministry of Justice and Labour Relations will host a five-day, high-level, interactive, and practice-oriented in-house training workshop from 18 to 22 May 2026. The workshop will be facilitated by a legal expert with a background in constitutional law and will bring together 14 legislative drafters and 6 researchers from the Legislative Drafting and Law Reform, Policy, and Legislation Directorates. The training is designed to strengthen participants’ knowledge and practical skills in key areas, including administrative law, constitutional law, statutory and constitutional interpretation, and legal writing. Through a hands-on and collaborative approach, the workshop aims to enhance the quality and effectiveness of legislative processes within the Ministry. This initiative forms part of a broader series of interventions aimed at reinforcing the rule of law in Namibia. By building internal capacity and promoting sustainable management and operational practices, the programme contributes to improving service delivery to the public and strengthening engagement with key stakeholders over the long term.
Launch of the MSME Info HUB: Strengthening Namibia’s Entrepreneurial Ecosystem
A collaborative platform by KAS Namibia-Angola in partnership with NIPDB designed to connect MSMEs and startups with the support, services, and opportunities they need to grow.
The MSME Info HUB is a new digital platform developed through the partnership between Konrad-Adenauer-Stiftung (KAS) Namibia-Angola and the Namibia Investment Promotion and Development Board (NIPDB) to strengthen support for micro, small and medium enterprises across Namibia. Created in response to insights gathered through consultations with entrepreneurs and business support organisations nationwide, the platform addresses a key challenge within the ecosystem: fragmentation. Many MSMEs often struggle to identify where to access support, what services are available, and how to connect with the right opportunities. By bringing business support services, resources, and opportunities into one accessible digital space, the MSME Info HUB improves coordination, increases visibility, and reduces duplication of efforts across the sector. It also enables MSMEs to build stronger business profiles, track their growth journey, and connect more effectively with the broader support ecosystem. As an evolving platform, the MSME Info HUB will continue to be strengthened through stakeholder engagement and user interaction, contributing to a more coordinated, inclusive, and data-driven environment for entrepreneurship and enterprise development in Namibia. The Talent Empowerment Programme (TEP), proudly established in 2018 by the Konrad-Adenauer-Stiftung (KAS) Namibia/Angola continues to promote Civil Society in Namibia.
Empowering the Next Generation of Civil Society Leaders: KAS-TEP 2026 Kicks Off Successfully After a rigorous and highly competitive selection process, we are proud to welcome 18 outstanding young leaders from across Namibia into this year’s KAS Talent Empowerment Programme (KAS-TEP). This nationwide initiative continues to serve as a cornerstone for youth capacity-building, delivered through three intensive five-day training interventions designed to shape the future of Namibia’s Civil Society sector. The first session, held in Walvis Bay from 20 to 24 April 2026, marked a powerful start to this transformative journey. Facilitated by a multi-sectoral expert, the training focused on leadership development, emotional intelligence, and democratic participation—critical competencies for young leaders navigating today’s complex social landscape. KAS-TEP is rooted in a clear mission: to strengthen the leadership capabilities of youth representatives within Civil Society Organisations (CSOs), while fostering meaningful dialogue and networking across the sector. At its core, the programme seeks to sharpen analytical thinking and problem-solving skills, equipping participants to manage their organisations more effectively, access funding opportunities, and contribute meaningfully to Namibia’s national development goals. Today, we proudly reflect on the successful conclusion of this first session. Participants engaged deeply with themes ranging from navigating adversity and mastering conflict resolution to enhancing interpersonal skills and building both intellectual and emotional resilience. The experience was designed not only to develop external leadership competencies but to cultivate a strong internal foundation. As emphasized throughout the training, “True leadership begins with the internal self.” This guiding principle underscores the programme’s commitment to holistic empowerment—encouraging young leaders to lead with authenticity, clarity, and purpose. While this marks the end of the first chapter, the journey is far from over. KAS remains steadfast in its commitment to nurturing a new generation of principled, empowered leaders—individuals who can connect meaningfully, balance intellect with emotional strength, and carry forward a vision of a resilient and inclusive society. We look forward to the continued growth of our KAS-TEPers as they progress through the upcoming sessions and beyond.
