The Konrad Adenauer Stiftung (KAS) and the Institute for Autonomy and Governance (IAG) held a dinner forum between visiting members of the German Parliament, Mr. Jürgen Klimke (Christian Democratic Union) and Mr. Helmut Koenigshaus (Liberal Party) and several members of Mindanao civil society. The forum and debate, held in Davao, was part of the parliamentarians’ official visit to the Philippines in order to assess the political, socio-economic and security situation, as well as the state of German development aid and bilateral cooperation, in the country’s southern region.

Both parliamentarians are also members of the Ministry for Development Cooperation and are in the Philippines for an official visit.

Several experts, which included Atty. Camilo Montesa from the Institute for Autonomy and Governance (IAG), Prof. Abhoud Lingga from the Institute for Bangsamoro Studies, and Brigadier General Reynaldo Sealana, chair of the Government of the Republic of the Philippines Coordinating Committee for the Cessation of Hostilities (GRP-CCCH) outlined the history of conflict in Mindanao, as well as the on-going conflict and “punitive actions” being led by the government against the Moro Islamic Liberation Front (MILF).

Other members of various think-tank groups, international development agencies, and several Mindanao NGOs were also present to brief the parliamentarians on the real situation in Mindanao. KAS has been working closely with Mindanao civil society groups in the realms of the peace process, federalism, inter-religious dialogue, multi-stakeholder dialogue.

The parliamentarians stressed the importance of negotiation in finding solutions for the conflict. Experts recommended a return to the negotiations between the government and the MILF, the implementation of the ceasefire mechanism, and the continuing development and strengthening of local government in the region.
