How can local government be a real ‚servant‘ for local community, by offering the best services in European standards? And, what is the most important: we should find ways to make population not simply a factor, but an actor, an active actor that plays an important role in this process. The process of EU integration of the Western Balkans countries is a complex and dynamic process with developments and a variety of actors and factors involved. The new policies and the key reforms undertaken by the local and central government in the last years have not always shown the expected success and results.
