HEALTH CARE SYSTEM DURING THE COVID-19 PANDEMIC AND SUPPLYING STAFF WITH PERSONAL PROTECTIVE EQUIPMENT

In the framework of the project "Health care system during the COVID-19 pandemic and providing staff with Personal Protective Equipment"endorsed by "Konrad Adenauer" Foundation, the “Together for Life” Association conducted a study among public health care professionals in the primary, secondary and tertiary health care levels. The study aimed first and foremost to shed light on the situationof the provision of health care staff with personal protective equipment, their safety, and their job-related psychological concerns or symptoms during the initial phase of COVID-19 pandemic outbreak in Albania. The study – the only one conducted on the topicso far - provides a clear overview on the current situation and needs for Personal Protective Equipment, safety and mental well-being of the health staff in the country. This report incorporates a quantitative survey component more specifically, 306 successful online interviews have been conducted during the May 6th – June 3rd 2020 period. The quantitative data analysis, indicative of the experiences and evocations of the health care staff during the first three months of the pandemic outbreak in the country (March – May 2020), reveals the following key findings:

Against the backdrop of the crisis, we are also witnessing a geopolitical, systemic competition to win the hearts and minds of states and societies and to dominate global narratives. True to the motto that every crisis harbours an opportunity, the People´s Republic of China and the Russian Federation in particular are striving to gain sympathies in selected countries through rapid aid and its propagandistic staging, so as to highlight the superiority of their own systems and thus to expand their soft power. It would be naive to assume that their actions are guided solely by humanitarian considerations and international solidarity. What´s more, they are applying illegitimate methods such as fake news and disinformation campaigns as well.

Bashkimi Europian synon të nisë bisedimet e anëtarësimit me Shqipërinë dhe Maqedoninë e Veriut. Për këtë ranë dakord Ministrat për Çështjet Europiane të 27 vendeve anëtare të martën, më 24 mars 2020 gjatë një videokonference. Tashmë pritet vetëm miratimi formal me shkrim i vendeve anëtare. Ky vendim u përshëndet nga të gjitha palët. Megjithatë si pala gjermane, ashtu dhe opozita shqiptare tërheq vëmendjen për faktin se Shqipëria duhet të përmbushë 15 kushte paraprake, të cilat shkojnë përtej kërkesave të Bundestag-ut gjerman, të formuluara në shtator të vitit 2019. Kështu u bë i mundur edhe miratimin nga ana e vendeve skeptike. Në fillim të herës Komisioni Europian kishte propozuar nisjen pa kushte të bisedimeve të anëtarësimit.

Eröffnung von EU-Beitrittsgesprächen: Neue Hoffnung für Albanien

Die EU gibt grünes Licht für Beitrittsgespräche mit Albanien unter Vorbedingungen – Strengere Kontrolle durch die Kommission gefordert

Die EU will Beitrittsverhandlungen mit Albanien und Nordmazedonien aufnehmen. Darauf einigten sich die Europaminister der 27 EU-Staaten am Dienstag, den 24. März 2020 in einer Videoschalte. Formell müssen nun noch die Mitgliedsländer im schriftlichen Verfahren zustimmen. Die Entscheidung wurde allenthalben begrüßt. Allerdings wurde sowohl von deutscher Seite als auch von der albanischen Opposition darauf hingewiesen, dass Albanien die Erfüllung von 15 Vorbedingungen auferlegt wurde. Damit ging man über die Forderungen des Deutschen Bundestags vom September 2019 hinaus und ermöglicht auch die Zustimmung von Skeptikern. Die EU-Kommission hatte ursprünglich eine bedingungslose Aufnahme von Beitrittsverhandlungen vorgeschlagen.

Am Montag, dem 9. März 2020, wurde das Buch "Wie Wahlen manipuliert werden" von den Autoren Nic Cheesman & Brian Klaas präsentiert, das von der Konrad- Adenauer- Stiftung Albanien und Politiko auf Albanisch veröffentlicht wurde.

Neues Mediengesetz in Albanien befeuert Angst vor Zensur

Gegen großen nationalen und internationalen Protest hat das albanische Parlament mit seiner sozialistischen Mehrheit ein umstrittenes Mediengesetz verabschiedet. Das Gesetzeswerk gibt Anlass zur Sorge vor Zensur und staatlicher Willkür. Es ist ein Rückschritt für Albanien auf dem Weg hin zu europäischen Standards.

Die Qual mit der (Nicht-)Wahl

Die Lokalwahlen in Albanien am 30. Juni 2019 und deren Boykott durch die Opposition sind der vorläufige Höhepunkt in einem seit Monaten andauernden Politkrimi, welcher Albanien mehr und mehr in eine Staats- und Verfassungskrise stürzt. Die Sozialistische Partei (SP) unter Ministerpräsident Edi Rama hatte die Abstimmung durchführen lassen, obwohl Staatspräsident Ilir Meta diese zuvor aufgrund der angespannten politischen Lage zuerst abgesagt und später für Oktober neu angesetzt hatte. Die Wahlen fanden zwar friedlich, aber bei äußerst geringer Wahlbeteiligung statt und werden von der Opposition nicht akzeptiert. Es bleibt abzuwarten, wie sich das Land nun in der schwersten Krise seiner jüngsten Geschichte weiter entwickelt.
