This edition builds on Tirana Connectivity Forum 2019. It provides concrete and actionable proposals on the way that large connectivity infrastructure projects can help to address the South East Europe Six (SEE6) “structural weaknesses”, and to contribute to their convergence with the EU. From this angle, the report is focused on SEE6 good governance and on the "political will" phenomena.

The research is supported by Konrad-Adenauer-Stiftung Albania, Friedrich-Ebert-Stiftung Albania, and Hanns-Seidel-Stiftung Albania.
