Effective and accountable governance is highly dependent on the capacity and competence of public sector human resources. To establish a professional, integrity-driven, and adaptive bureaucracy, competency development must be well-planned, systematic, and sustainable. In this context, the Ministry of Home Affairs plays a strategic role in guiding and supervising regional governments, including ensuring that competency development aligns with organizational needs and national policies.
As demands for high-quality public services and performance-based governance continue to increase, competency development for government officials must be planned over the medium term and integrated with regional development planning. However, the formulation and implementation of the Regional Medium-Term Competency Development Plan (RPKJMD) still face several challenges, including limited understanding, technical capacity, and the use of technology and information systems.
Technological advancements and the implementation of Electronic-Based Government Systems (SPBE) require officials to be adaptive to digital transformation. Therefore, the RPKJMD must be designed not only to address current needs but also to anticipate future competency requirements. Synergy between central and regional governments is essential to ensure that competency development planning is effective, efficient, and accountable.
In this context, the Workshop on the Regional Medium-Term Competency Development Plan serves as a strategic initiative to enhance the understanding, capacity, and coordination of government officials in formulating and implementing the RPKJMD comprehensively. This activity is expected to produce high-quality, implementable RPKJMD documents aligned with regional development priorities, ultimately supporting the creation of a professional, adaptive, and competitive civil service.
