One-Day Workshop on Harmonizing the Standing Orders of the State Houses of Assembly in Nigeria

Promoting Democratic and Good Governance

The Konrad-Adenauer-Stiftung (KAS) in partnership with the National Institute for Legislative and Democratic Studies (NILDS) and the Conference of Speakers of State Legislatures of Nigeria is organizing a one-day workshop for all the Speakers across the nation to review and harmonize the existing Standing Orders in use in the State Houses of Assembly.

Details

As the general elections are fast approaching, the necessity to address some shortcomings of the existing Standing Orders in use by different state Houses of Assembly is urgent. It is perceived that uniformity of Standing Orders will make State Houses of Assembly function more efficiently in the future in matters of common interest such as constitution alteration. Secondly, it is a necessary preparatory step to equip the new Assemblies to be constituted in 2023 with well-drafted and practically oriented Standing Orders, enabling them to meet their statutory better in a functioning work environment from their onset.

After participants will be provided with an overview of Standing Orders of legislative houses, their sources, structure and a content analysis, further topics covered will be Application of Standing Orders in Chamber Proceedings and Introduction to Uniform Standing Orders in State Houses of Assembly: Background, Objectives, Issues and Matters Arising. The workshop will be rounded up with a proactive group work on the proposed draft Uniform Standing Orders for State Houses of Assembly.

The workshop is part of Konrad-Adenauer-Stiftung’s support towards sustaining democratic governance and rule of law in Nigeria.
