Lawyers in Palestine: A Message-Bearing Profession

Being a lawyer is a mission and not merely a profession. This saying turns out to be especially true in the Palestinian territories as shown in a lecture titled “Palestinian Bar Association and Legal Profession: Reality and Prospects” held on June 23rd 2007 in cooperation with Konrad-Adenauer-Stiftung as part of the Legal Encounter Series at the Birzeit University’s Institute of Law.

Guest speaker Ali Muhanna, Head of the Palestinian Bar Association, drew particular attention to the division of the Palestinian lawyers into lawyers in Israel, West Bank lawyers and Gaza Strip lawyers, and to its effects on the reality of the profession creating difficulties and multiplying contexts. In order to improve this situation, the PA has continuously strived for measures to unify and organise the union and its legal framework.

According to the lecturer, its lack of experience in performing is another main obstacle facing the only 10 years old Palestinian Bar Association. A system ruling the ethics of the profession, remunerations or the training process doesn’t exist to this day. Thus, current priorities of the Bar Association are the institutionalisation of its work in order to formulate its administrative and financial regulations.
