Biometric Identity: Protecting Data, Strengthening Citizens’ Rights
On 25 and 26 March 2026, the Konrad-Adenauer-Stiftung’s Regional Programme “Security Policy Dialogue in West Africa” (SIPODI), in partnership with the Network of African Journalists Specialising in Defence and Security Issues (REJA-DS), held a regional seminar in Cotonou. The event explored biometric identity, personal data protection and the role of citizens and the media in the governance of identification systems.
Biometric identification systems raise fundamental questions about security, privacy and trust in public institutions. How can the data collected be protected? What rights must citizens be guaranteed? And how can the media inform the public about these issues?
To examine these questions, the seminar brought together journalists covering defence and security from several African countries, digital experts, representatives of public institutions and civil society actors.
Informing Citizens, Understanding Their Rights
At the opening, the President of REJA-DS highlighted the media’s responsibility when reporting on digital security and personal data protection.
Dr Tobias Rüttershoff, Director of SIPODI, stressed the importance of regular dialogue between citizens, public institutions and the media. As administrative services and security systems become increasingly digital, citizens need better information about how their data is used and what rights they hold.
Participants also learned about Benin’s legal and institutional framework for personal data protection.
Data Security and Trust in Institutions
Expert presentations addressed the collection, processing and protection of biometric data. Participants discussed cybercrime risks, the ethical implications of digital surveillance and the role of journalists in raising public awareness.
The discussions highlighted transparent and responsible management of identification systems as an essential condition for trust between citizens and public institutions.
Connecting Analysis with Practice
Visits to Beninese institutions responsible for identification and biometric data management complemented the seminar. Participants gained insights into technical and administrative procedures and discussed data storage, safeguards and cybersecurity with institutional and technical staff.
By combining expert analysis with practical insights, the event aimed to equip journalists to provide informed coverage of these issues. Through this initiative, SIPODI and REJA-DS support democratic security governance grounded in respect for rights, transparency and citizen participation.
