Strengthening civil-military cooperation to tackle the terrorist threat

Securing the North through dialogue and civil-military cooperation

Against a regional security backdrop marked by rising terrorist threats, the Konrad-Adenauer-Stiftung Foundation’s SIPODI programme organised a strategic seminar on the theme: ‘Counter-terrorism: civil-military cooperation’, bringing together in Korhogo the key civilian and military stakeholders involved in securing Côte d’Ivoire’s northern borders.

Women and Security: SIPODI West launches a new approach to security in Côte d’Ivoire

Strengthening the role of women and young people in security governance in Côte d’Ivoire. A strategic seminar in Dabou for inclusive and participatory security.

The Konrad-Adenauer-Stiftung’s SIPODI Programme encourages women and young people to become more involved in monitoring security policies. During a seminar, women’s organisations in particular, as well as youth organisations, received capacity-building training on security issues relating to security sector reform and United Nations Resolution 1325. This meeting enabled participants to broaden their knowledge through contributions from various perspectives.

La Rencontre du Réseau International sur la Sécurité et la Coopération pour la Paix (RISC), organisée par le Programme SIPODI à Abidjan, a réuni chercheurs et décideurs autour des défis sécuritaires en Afrique de l’Ouest. Les échanges ont souligné l’importance d’approches régionales et du dialogue entre acteurs civils, militaires et académiques pour renforcer la paix et la coopération.

Civilian-military collaboration strengthens the fight against terrorism

The SIPODI Program is initiating a training workshop between civilians and military personnel as part of the fight against terrorism in the West African sub-region. In an area where the geopolitical configuration is of strategic importance, collaboration seems to be the most plausible approach for successfully combating terrorism and violent extremism. Civilians and military personnel (FDS as a whole) will discuss the issue in Bouaké over two days.

At the conclusion of this training series, the SIPODI Programme, in support of RAMP-Benin, reaffirmed its ambition to make young people the primary actors in the balance of action for peace in West Africa. Working for peace and security: The SIPODI West and RAMP-BENIN programs with young people

One Hundred Women, Youth for Peace and Security » in Collines (Dassa-Zoumè)

The exploration of certain concepts, such as transformational leadership, enabled participants to reflect on their own impact and the challenges they face, while analyzing the social relationships that shape mediation. Particular attention was paid to radicalization and hate speech, with discussions on the mechanisms that fuel intolerance and violence. Strategies were proposed to mobilize young people in civic campaigns for peace and inclusion, and to reconsider gender roles in order to ensure equitable representation of traditionally excluded voices.

A RAMP-Benin initiative supported by the SIPODI West Program is restoring confidence among young people for a more secure Africa.

Training to ensure a peaceful future: steering youth away from the violent influences of terrorist networks in West Africa. The success of this training, illustrated by the enthusiasm and clear commitment of the participants, demonstrates the positive impact of this initiative on strengthening peace, security, and social inclusion in the Atacora region and throughout Benin.

Security and governance of natural resources in Africa: parliamentarians and new dynamics in international security

This report presents the proceedings of the 8th Conference of the Network of African Parliamentarians Members of Defense and Security Committees (REPAM-CDS), held in Abuja from July 1 to 4, 2025, on the theme: “Security and Governance of Natural Resources in Africa.” It provides a summary of the discussions between parliamentarians, experts, and security actors on current challenges and appropriate legislative responses.
