“Batkivshchyna Moloda” is a civic organisation that brings together proactive young people interested in political education, public engagement, and civic participation. The community prepares young party members for future work in democratic institutions. Together with the Foundation, it organises educational formats, discussions on public policy, and initiatives that involve young people in political processes at both the local and national levels.

Center for Defense Reforms (C4DR) is an independent Ukrainian non-for-profit think tank focused on the development and promoting reforms in the defense and security sector with the prime focus at countering hostile hybrid operations. Since its foundation in 2016 C4DR develops and utilizes its own monitoring and research methodology, constantly improving its models of collection and analysis of potential conventional and unconventional threats imposed toward Ukraine and its security partners.

The Centre for Policy-Making (CPM) is a civil society organisation committed to promoting justice, integrity, and the consistent protection of human rights in relations between the state and citizens. Its main areas of activity include research as well as the development of policies, memoranda, strategies, and other documents that contribute to strengthening the rule of law in Ukraine. The Centre also conducts public monitoring of the activities of state authorities and local self-government bodies. Together with the Foundation, CPM works to strengthen citizens’ legal awareness, promote reforms in Ukraine, and support the development of a state governed by the rule of law.

Center for Security Studies “CENSS” is an independent non-governmental organization that brings together scholars and experts in the fields of security, media and information, international relations, conflict resolution, as well as sociology and law. The Center analyzes contemporary threats, develops recommendations, and offers practical solutions and tools in the areas of security, conflict prevention and resolution, the prevention of societal radicalization, and the promotion of peace as a global goal. CENSS supports state institutions, international governmental and non-governmental organizations, as well as other relevant stakeholders in protecting the democratic order, state sovereignty, and the vital interests, rights, and freedoms of society and the individual.

The Congress of National Communities of Ukraine is a nationwide organisation established in December 2002. It brings together Ukraine’s national communities, including Romanian, Polish, Lithuanian, Estonian, Moldovan, Bulgarian, German, Tatar, Roma, Armenian, Hungarian, and Jewish communities. The Congress works actively to promote the integration of national minorities into Ukrainian society and organises conferences and round tables on issues concerning national minorities, interethnic dialogue, national education, and the promotion of tolerance.

DiXi Group is a leading Ukrainian think tank in the field of energy and climate policy, founded in Kyiv in 2008. The organisation works to develop modern solutions and fair rules for the modernisation of Ukraine’s energy sector and its transition to a competitive and sustainable economy in a European context. DiXi Group combines in-depth analysis, advisory work, and educational activities, focusing on the development of energy markets, energy security and resilience, climate policy, decarbonisation, transparency and good governance, as well as the recovery of Ukraine’s energy infrastructure. Cooperation with the Foundation includes the Ukrainian Energy Security Dialogue – an annual conference on energy security – as well as the development of a Ukrainian-European expert dialogue on energy resilience and post-war recovery.

The Eidos Centre for Political Studies and Analysis is an analytical and resource organisation founded in 2007 with the aim of bringing together civil society efforts to strengthen democratic institutions in Ukraine. The Centre focuses on public policy research, best practices in effective public administration, and support for their implementation. In cooperation with the Foundation, EIDOS runs educational programmes in public policy for young civic and political leaders. Its joint flagship initiative is the Higher Political School (HPS), one of the leading political education programmes in Ukraine, which helps shape a generation of responsible leaders and changemakers. The HPS is a space for those who seek to influence social processes in a systematic and professional way, share democratic values and respect the rule of law, and are ready to take personal responsibility for the future of the country.

The Institute of Ecumenical Studies of the Ukrainian Catholic University (IES UCU) is an academic and socially engaged institute based in Lviv and founded in 2004 within the structure of the Ukrainian Catholic University. The Institute works on issues of ecumenism, interconfessional dialogue, social ethics, and the role of churches in Ukraine’s public life. Cooperation with the Konrad-Adenauer-Stiftung includes the organisation of international forums, seminars, and public dialogues, in particular the annual international forum Ecumenical Social Week, as well as joint initiatives aimed at reflecting on the challenges of war, the value foundations of democratic development, identity, human dignity, resilient institutions, and social cohesion.

The Institute of Political Education (IPO) is a civil society organisation founded in 2001 whose activities focus on political education, the development of local self-government, and preparing new generations of responsible political leadership. The Institute develops training programmes for local council deputies and community representatives, supports local governance practices, and promotes knowledge about democratic institutions and Ukraine’s European integration. Together with the Foundation, the Institute regularly conducts training programmes for the civic and public sectors. For example, the seminar “Women’s Leadership in the Local Community” takes place several times a year, where selected participants acquire valuable knowledge and governance skills for operating in times of crisis over the course of three days. Another joint initiative is a project on political education for veterans.

Founded in Uzhhorod in 2019, the Institute for Central European Strategy (ICES) is a civil society organisation and think tank that consistently develops and advocates a new strategy for Ukraine in Central Europe with the aim of consolidating this geopolitical region within the EU and NATO. The Institute works on issues related to European good-neighbourly relations, regional development in multicultural border areas, and interregional and international cooperation. ICES implements projects in policy analysis, civic education, media development, countering disinformation and hybrid threats, local self-government, cross-border cooperation, reform advocacy, consulting, and cultural diplomacy, among other areas. The Institute operates simultaneously at the regional level (Zakarpattia, Bukovyna, and Odesa region), the national level, and the international level (Poland, Slovakia, the Czech Republic, Hungary, and Romania). Cooperation with the Foundation takes place within the framework of its flagship projects Re:Open Zakarpattia, Dialogues on Europe, and the dialogue initiative Re:Open Ukraine.

Kyiv Dialogue is a non-partisan and independent platform dedicated to deepening and sustaining the dialogue between Ukraine and Germany. It brings together influential actors from politics, media, and civil society in both countries. Together with the Foundation, Kyiv Dialogue publishes the monthly newsletter “Monitor Air War Ukraine”, which offers in-depth analysis of ongoing Russian air strike campaigns, current attack patterns, and long-term trends in Russia’s air war against Ukraine. Based on a comprehensive and unique database documenting every Russian air strike on civilian targets in Ukraine since autumn 2022, the project aims to provide political decision-makers, security and military experts, and specialised journalists with a solid basis for assessing Russia’s evolving strategy and capabilities.

The Razumkov Centre for Economic and Political Studies named after Oleksandr Razumkov is a leading non-governmental think tank founded in 1994. Its range of topics covers issues from domestic governance, the economy, and energy to foreign policy, national security, and defence. Through its activities, the Centre contributes to the development of Ukraine as a democratic, rule-of-law, and social European state, to the advancement of civil society, to improving citizens’ quality of life, to strengthening the international standing of the Ukrainian state, and to promoting its national interests. The organization specializes in conducting sociological surveys and researching public opinion on current social and political issues. In cooperation with the Konrad Adenauer Foundation, it prepares and publishes scientific studies and analytical reports on the security situation in Ukraine.

Reaktion Group is a geopolitical risk consultancy that provides exquisite analysis from across Eurasia. Since 2022, the company has been operating directly in Ukraine – on the ground, at the front, and in the field – supporting governments, NGOs, and private-sector clients with real-time threat assessments, frontline situational analysis, and tailored strategic advisory. It helps partners navigate everything from active warzones and disinformation campaigns to supply chain disruptions and covert security risks.

The Resource and Analysis Center “Society and Environment” specialises in environmental policy, sustainable development, and environmental issues in the context of Ukraine’s European integration. Since 2016, this Lviv-based think tank has been conducting independent research on environmental legislation and climate policy, supporting the development of civil society, and promoting the integration of environmental and climate priorities into public policy, particularly in the context of Ukraine’s European integration, recovery, and sustainable development. Cooperation with the Foundation focuses on strengthening expert dialogue on environmental and climate policy in Ukraine and the Eastern Partnership region, supporting analytical research and public discussions, and enhancing the capacity of local self-government bodies to implement environmental and climate policies and to apply European standards in practice at the community level.

“Solidarna Molod” is one of the most active and influential youth organisations in Ukraine and focuses on preparing a new generation of responsible public leaders. The organisation is building a strong youth network and works directly on issues related to reforms and regional policy. One example of its cooperation with the Foundation was the Young Reformers Lab 2025 seminar series, aimed at politically engaged students and activists with the goal of fostering a new generation of young reformers in Ukraine.

UDAR is a Ukrainian political party that actively promotes local self-government, advocates for a decent standard of living for Ukrainians, and supports the training of aspiring politicians and public officials. Its key areas of activity include political accountability, the capacity of local authorities, and Ukraine’s European course. In partnership with the Foundation, representatives of the party take part in educational events dedicated to the development of political leadership and local democracy in communities.

The Ukrainian Parliamentary Institute (UPI) is a team committed to promoting a high-quality, open, and democratic decision-making system in Ukraine. The Institute works to ensure that parliament effectively represents citizens and that society has the tools to influence policy and hold those in power accountable. In cooperation with the Foundation, UPI implements projects on parliamentarism, the legislative process, and the institutional development of representative democracy.

The Centre for International Security (CIS) is an independent Ukrainian think tank founded in March 2009 that counters Russian aggression against Ukraine through analytical support, the dissemination of unbiased information, and the coordination of international assistance. The Centre implements research, educational, and information projects in the field of international security, analyzes social, political, economic, and military challenges in Ukraine and the Euro-Atlantic area, and also prepares recommendations for public institutions. Its key initiatives include the projects “Security Passport of Ukraine: National and Regional Dimensions,” “The Ukrainian Frontier,” and “Strengthening Analytical Decision-Making Capacity in the Field of Foreign Policy with the Help of Civil Society.”
