Militarization of industry in the temporarily occupied territories of Ukraine

Analytical report

The publication examines the systematic militarization of industry in the temporarily occupied territories of Ukraine since the beginning of Russian aggression. It traces the evolution of the region’s industrial potential from its pre-war condition to the profound transformations following 2014 and during Russia’s full-scale invasion in 2022. The analysis focuses on the conversion of seized enterprises into components of Russia’s military-industrial complex, the dismantling and removal of industrial equipment, and the military use of mines, underground facilities, ports, and transport infrastructure. The report also explores how these production assets are integrated into the logistics and supply systems of the Russian armed forces. In addition, the study assesses the economic, environmental, and humanitarian consequences of this militarization, including the loss of industrial capacity, environmental degradation, and the deterioration of living conditions for the civilian population. The findings draw on official data, satellite imagery, open-source and specialized materials, as well as testimonies from residents of the occupied territories.
