Analytical report

The full-scale aggression of the rf is accompanied by the systematic implementation of ideological and military control over the education system in the temporarily occupied territories of Ukraine. One of the key tools of influence has been the transformation of schools into spaces of militarization and propaganda, where children from an early age are taught loyalty to the occupying country, the cult of the army, and the perception of Ukraine and the West as enemies. Analysts of the Eastern Human Rights Group and the Institute for Strategic Research and Security, based on open and closed sources, informant testimonies, materials from educational institutions and education programs, recorded numerous facts of forced militarized education, the creation of cadet and Cossack corps, and the introduction of a religious component through the structure of the ROC of MP. The purpose of the study is to record the scale of ideological pressure, violations of children's rights, and prepare an analytical basis for the legal assessment of these actions at the national and international levels.

Strengthening analytical decision-making capabilities in the field of foreign policy

The research project is being implemented by the NGO “Centre for International Security” with the support of the Konrad-Adenauer-Stiftung Ukraine

The project aims to consolidate civil society organizations engaged in foreign policy research in order to provide analytical support for the current activities of the Ministry of Foreign Affairs of Ukraine and other central executive authorities. The project produces analytical papers on key issues of Ukraine’s foreign policy which may be used in the government decision-making process.

NATO military and intelligence officers in Russian active measures

This study, prepared in early 2024, remains highly relevant today. While russia’s war against Ukraine continues, the methods it employs remain largely unchanged. What shifts over time are the actors -individuals and institutions - that russia co-opts in its hybrid warfare, both against Ukraine and the broader West. The core of the study examines the connections between the russian federation and former high-ranking military officers, as well as ex-leaders of intelligence and security agencies in EU member states. These individuals actively contribute to advancing narratives and policy directions that serve russian interests. In the context of a full-scale war in Europe, this group is particularly important: they are often trusted by the public and political elites and are widely perceived as authoritative voices in matters of security, defense, and international relations. Moreover, many European countries demonstrate a strong demand for politicians with such professional backgrounds. This allows these individuals not only to exert indirect influence on public policy but also to directly participate in decision-making processes - as members of parliament or government officials.
