Water is one of Libya’s most critical strategic resources. Despite vast groundwater reserves and decades of investment in large-scale infrastructure, the country continues to face mounting challenges related to water management, infrastructure maintenance, climate stress, and service delivery.
In this new study, Dr. Barah Mikaïl examines the complex realities shaping Libya’s water sector, from the management of groundwater resources and the Great Man-Made River to institutional fragmentation, infrastructure vulnerabilities, and regional cooperation. Drawing on extensive field research and stakeholder interviews, the publication provides a comprehensive assessment of the factors influencing water governance across Libya today.
The study also explores practical policy options for improving water management, strengthening infrastructure resilience, and addressing long-term challenges in a context marked by evolving environmental, economic, and institutional pressures. As part of its ongoing work on Libya, the Konrad-Adenauer-Stiftung seeks to contribute to informed debate and evidence-based analysis on issues that are central to the country’s future development and stability.
