EAEU: NEW/OLD POST-COVID-19 STRATEGY

The Eurasian Economic Union has marked its sixth anniversary at quite a difficult time. It is currently the most dynamic integration project in the post-Soviet space and its economic essence corresponds to the liberal–market paradigm. The fundamental documents of the EAEU are altogether in line with contemporary globalization and integration trends and include international best practices of integration associations, as well as the experience of previous attempts of post-Soviet integration.

While the overall tone in official statements has stressed commitment by the governments for the multilateral approach to regional order, contradictory signals have been sent out due to competing regional and geopolitical interests of the member states. The Russian-led Eurasian Economic Union and China’s Belt and Road Initiative both seek to strengthen each side’s sphere of influence in the region.

The COVID-19 pandemic has in many ways worked as an accelerator of already existing tendencies in international politics and in multilateral fora. While it is far too early to predict the consequences of the crisis for multilateralism and the multilateral architecture in general, certain developments can still be seen. Definitive predictions should however be approached very cautiously.

The largest intergovernmental organization that solemnly celebrated its 75th anniversary in 2020 was definitely not in its best shape as it approached the new landmark. The organization was established by the countries that were victorious in WWII and literally immediately found itself divided into two opposed blocks — capitalist and socialist — with the Group of 77 seeking neutrality in between. That confrontation was overcome for a short period in the 1990s after the disintegration of the USSR and the global socialist system.

Multilateralism has come, however, under immense pressure and when cooperation was needed the most unilateral measures set the tone. The liberal international order is in a state of crisis and in times when the United States pulls out of international institutions it is up to the EU to defend a rules-based multilateralism.
