Youth, Women and Persons with Disability access to Government Procurement Workshop

The training session focused on the question of how youth, women and persons living with disability can access government procurement and entrepreneurial opportunities.

With a friendlier constitutional, legal, policy and regulatory framework, gains have been made towards greater social justice and with public private partnership structures in place, the previously marginalized affirmative action groups now stand to gain more from the business opportunities.

The concepts of social justice and social protection were discussed in depth and several dimensions of the current policy status in Kenya were outlined and opportunities identified. There was also an assessment of the necessary entrepreneurship skills required for the successful running of SMEs. The concept of business planning and profiling was also examined and participants engaged in group works to develop a business plan and a resource mobilization plan.

Participants were also taken through a simulation activity on how to establish SMEs with a focus on identifying challenges and a way forward for national and local economies.

The training workshop was opened by the governor of Baringo County, Hon. Benjamin Cheboi, who made his keynote address titled, “Mainstreaming marginalized and vulnerable groups in accessing economic opportunities in Baringo County”.

Others in attendance included the CEC, Department of Youth, Gender and Social Services, the Chief Officer, Department of Youth, Gender and Social Services, officers from the Baringo County Kenya National Chamber of Commerce and Industry, 2 KAS representatives, 3 facilitators and rapporteur and the 60 Trainers of Trainers (ToTs).

The moderator of the training, Godfrey Kipsoi briefly outlined the training agenda and led participants in self introductions, setting of ground rules and allocation of responsibilities to participants including time keeper, welfare in charge and an energizer.

Mr Kipkulei, facilitator and Capacity Building Officer of the International Institute for Legislative Affairs gave an overview of the economic development in Kenya and the place of social justice and protection. This helped to shed light on the various existing constitutional, legal, and policy frameworks as well as fiscal schemes targeting the inclusion of youth, women and persons with disability.

The presenter took participants through a way forward where he outlined the way forward by having a comprehensive analysis of the AGPOs facility, the public procurement and disposal act and the treasury circular on preferences and reservations.

Mr Chelimo, Executive Officer of the Baringo County Kenya National Chamber of Commerce and Industry facilitated the second session of the day in his presentation titled “Understanding Entrepreneurship and the Concept behind Small and Medium Scale Enterprises”. This presentation sought to answer the question of who is a successful entrepreneur and the facilitator outlined the various qualities of a good business minded entrepreneur.

The session was conducted in a very interactive manner with participants getting the opportunity to answer questions, demonstrations and illustrations on business names vs brand names. Participants were also taken through the processes involved in registering a company, a business name and a partnership including the process of obtaining AGPOS certification and submitting tax returns.

The next session, facilitated by Amos Langat, Head of Operations of Ethans Capacity Building and Consultancy Services tackled the issue of business project writing and appraisals and it involved the participants being taken through the concept of business planning and profiling and its contribution towards harnessing success.

The facilitator started with a recap of the first two morning sessions and proceeded by asking participants to explain why they started their individual businesses. The responses ranged from responding to gaps in their communities, to the need to generate income and also innovativeness.

Also the final presentation of the day was by Mr. Langat titled “Simulation on Groups establishing SMEs” that involved participants conducting simulations to help them identify challenges and opportunities in local and national economies.

The presentation involved an environmental scan using a PESTLE analysis.
