For this Manila Calling, the discussion centers on the risks and threats linked to the cyber capabilities of the People’s Republic of China (PRC) and its implications for regional and national security. As cyber systems, including artificial intelligence (AI), start shaping how national security decisions are made, understanding how adversaries might probe or anticipate those systems becomes a matter of strategic caution. In this context, the discussion will examine how sophisticated cyber operations and the growing integration of AI into national security workflows are increasingly leveraged for foreign malign interference, disinformation, and the exploitation of digital vulnerabilities that affect governments, critical infrastructure, democratic institutions, and societies. Particular attention will be given to the ways in which cyber capabilities can be used not only to gather intelligence, but also to shape strategic environments, test institutional resilience, and influence the political and policy decision-making processes.
