Duty station: preferably the Communication  Specialist should be based in one of the target regions: Fergana, Karakalpakstan or Kashkadarya;
Applicants based in Tashkent (with regular missions to the regions) are also encouraged to apply.

Contract period: 01 February 2026 – 31 January 2027 (12 months)
Type of employment: Full-time (100% position)

 

About the Project

The EU-co-funded project “Empowering Civil Society for Inclusive Community Development in Uzbekistan” aims to strengthen civil, political, social, economic, and cultural rights in Uzbekistan and to empower local civil society organisations (CSOs) to promote youth inclusion, gender equality, media literacy, and environmental sustainability.

The project is implemented by the Konrad-Adenauer-Stiftung (KAS) in cooperation with the national partner — the Yuksalish Movement, and is co-financed by the European Union (EU).

 Description of the Position.

Communication Specialist is responsible for the project’s communication strategy to raise awareness, engage youth audiences, and promote project activities, such as developing and implementing communication materials and strategies (e.g., press releases, social media content, website updates), Engaging with media and building relationships with relevant stakeholders, Designing and conducting youth-focused workshops, events, and initiatives, Monitoring and evaluating the effectiveness of communication and youth engagement efforts. 

The position is hybrid with possibility to work remotely from Fergana, Karakalpakstan or Kashkadarya regions  or be based in the project’s office in Tashkent, Uzbekistan and will report to the Communication and Youth Engagement  Expert, Project Coordinator, Project Director and backstopping offices in Berlin and Brussels. The duration of the position 14 months – 30 November 2025 – 31 January 2027

 

Key Responsibilities

  • Implement the project’s Communication and Visibility Strategy (2025–2027);
  • Develop and distribute PR and visibility materials (press releases, newsletters, infographics, videos, etc.);
  • Producing Interviews, video, and audio materials;
  • Collaborate with specialists (graphic designers, videographers, etc.)
  • Writing articles about projects
  • Manage content for social media and partner websites (KAS, Yuksalish);
  • Organise public events, communication campaigns, and youth engagement activities;
  • Maintain close coordination with media, partners, and EU communication focal points;
  • Ensure all communication materials comply with the EU Communication and Visibility Manual for External Actions;
  • Prepare regular reports on communication and youth activities for project reporting;
  • Monitor outreach, engagement and visibility indicators, and adjust strategies accordingly;
  • Tracking fake communication activities
  • Training on communication and media literacy project FSTP recipients and target groups
  • Coordinate youth volunteers, media hubs, and regional youth initiatives.

 

Qualifications and Skills

  • At least 3 years of work experience in developing and implementing communication campaigns and PR strategies for the public or private clients, governments or international institutions
  • Proven working experience in conducting communication campaigns and organising the logistics for high-profile and/or sensitive events and initiatives (conferences, seminars, workshops, etc.)in the field of development cooperation, research sector or supporting civil society development; 
  • Experience in working with youth initiatives and civil society organisations;
  • Strong command of digital communication and social media management tools;
  • Excellent written and verbal communication skills in English, Uzbek and Russian (knowledge of German is an advantage);
  • Ability to design high-quality communication materials and visual content;
  • Strong organisational, interpersonal, and teamwork skills;
  • Proactive, detail-oriented, and able to work independently.
     

Employment Conditions

Full-time employment (100%) under the Konrad-Adenauer-Stiftung (KAS) Uzbekistan;

Contract duration: 01 February 2026 – 31 January 2027 (12 months);

Duty station: preferably one of the target regions — Fergana, Karakalpakstan, or Kashkadarya (regional representative); applicants from Tashkent will also be considered (with regular travel to the regions);

Competitive salary based on KAS internal scale and the candidate’s qualifications.
