In the previous publication 'Guide on Citizen Legislative Initiatives,' supported by the Konrad Adenauer Foundation, detailed steps for the realization of citizens' rights to legislative initiative towards Parliament were presented. However, although initiatives at this level are quite important, they would remain incomplete if the right to initiatives in the cities where they reside were not addressed. It should be noted that many issues encountered in everyday life cannot be resolved through representatives in Parliament or through a legislative initiative project, but rather through local government, namely municipalities
