Despite important institutional reforms to strengthen Europe's Economic and Monetary Union (EMU) over recent years, the European Commission believes that the EMU architecture remains incomplete. But what is the EMU exactly missing? Which fiscal measures could lead to its completion? Could the implementation of the banking union work as a tool to weather future crises?
