This policy brief has been prepared by the Partnership for Transformational Devolution (PTD) together with other civil society organisations. The primary objective of the brief is to contribute to the policy debate towards sustainable, productive, effective and efficient governments for service delivery in Counties. The brief highlights four key policy areas that need to be explored and identifies a number of critical questions that need to inform policy debates around the areas. Additionally, it contains policy recommendations to deal with current challenges with regard to Devolution.
