Pollution prevention represents one of the most immediate and structurally complex challenges within Kosovo’s environmental transition. While the Green Agenda for the Western Balkans establishes a clear framework for aligning with the European Green Deal, Kosovo remains at an early stage of preparation, with limited progress recorded in recent years. The gap between legislative intent and practical implementation is particularly pronounced in the pollution prevention domain, where environmental degradation continues to generate direct and measurable impacts on public health, ecosystem integrity, and long-term economic sustainability.
The current state of pollution reflects a combination of structural factors. Kosovo’s energy system remains heavily dependent on lignite-based electricity generation, accounting for over 90% of total production and constituting the single largest source of air pollution. Emissions of key pollutants, including Sulphur dioxide (SO₂), nitrogen oxides (NOx), and particulate matter, have increased in recent years, exceeding established ceilings and reinforcing the classification of air quality as a major public health risk. This pattern illustrates the broader challenge of reconciling short-term energy security with long-term environmental compliance.
This paper examines pollution prevention in Kosovo through a systems-based approach, focusing not only on sectoral challenges but on the underlying governance, infrastructure, and behavioural dynamics that sustain pollution pressures. It aims to identify key structural gaps, assess alignment with EU requirements, and propose policy and implementation pathways toward 2030. Particular attention is given to the integration of pollution prevention within the broader Green Agenda framework, recognising its cross-cutting role in climate action, biodiversity protection, and sustainable economic development.
