State and Statehood: A Value-Based and Normative Approach to the Politics

The KAS office in Prishtina together with Prishtina Institute for Policial Studies is organizing a three days seminar with representatives from civil society, political parties, university and different governmental institutions.

The ultimate goal is to look at the extent to which underlying values of the respective society and normative assumptions (how things should be) affect state and statehood, and, building on that, to discuss implications of this for Kosovo’s state-building process. More specifically, this module will focus on four dimensions. 1. The first one concerns state itself as the fundamental framework of political life, looking at the organisational and structural form statehood takes at the level of political system, legal order and foreign policy; 2.The second one concerns functional aspects of statehood, namely value-based and normative aspects of democratic governance, political participation and exercise of public authority. 3. The third one will use the value-based and normative perspective to look at political participation and activism, including ‘unconventional’ forms of political participation such as subversive political activism. 4. The fourth dimension concerns foreign relations, exploring how various aspects of its foreign policy and diplomacy can contribute to Kosovo’s state-building by strengthening its external sovereignty.
