Policy Paper: Moldova in Focus

Moldova has become one of Europe’s clearest tests of democratic resilience. Recent elections took place under sustained pressure from illicit financing, foreign interference, cyberattacks, disinformation and organised attempts to influence voters. Yet citizens continued to vote, institutions adapted and the democratic order held. In this policy paper, Daniel Vodă draws seven lessons from Moldova’s experience and argues that the country should be seen not only as a recipient of European support, but also as a source of operational knowledge for protecting democracies across Europe. The paper shows that interference often begins with genuine societal vulnerabilities, that disinformation is only the visible surface of a broader influence infrastructure, and that democratic defence must begin long before an election campaign starts. It calls for faster cooperation among democracies, stronger action against illicit political finance, sustained support for independent media, and long-term investment in credible institutions and civic resilience. The central message is clear: the ultimate target of foreign interference is not merely information. It is trust — the infrastructure on which democracy depends.
