Report about the Current Legal Situation of NGOs in the Palestinian Autonomous Territories

The Nazaha Project aims at combating corruption and bribery among the Palestinian NGOs in order to enable these NGOs to function as a watchdog in the society.In the framework of the Nazaha-project, a report concerning the legal basis for enhancing integrity and the fight against corruption within the Palestinian NGO-sector was compiled in cooperation with the legal expert Fatima al-Moa’qat.

The report includes an analysis of the legal framework for NGOs and the parts of the statutory law which guarantee the freedom of their work and support transparency and accountability in the work of NGOs. A comparison of local and international norms for the work of NGOs enables the Nazaha-project to develop a catalogue of rules, which shall be reckoned as a benchmark for the work of NGOs.

The report about the legal situation has been released together with a recent study about transparency and integrity in the Palestinian NGO-sector.

The study constitutes an important contribution to the dialogue between the Nazaha-project and the Palestinian NGOs. It reached the conclusion that there are decisive differences between Palestinian NGOs concerning the levels of transparency and integrity.

Although the majority of NGOs publishes reports about their projects and activities, there are only few who are willing to publicize their internal regulations for choosing their donors and their internal pattern of finance.
