Strengthening NGOs: Guide to Public Hearings for NGOs

A report recently published by the Nazaha project deals with the implementation of public hearings to monitor the Palestinian government and the private sector.

The Nazaha project is jointly implemented by the Konrad-Adenauer-Stiftung (KAS) and its Palestinian partner AMAN (Coalition for Accountability and Integrity) to combat corruption in the NGO sector and to strengthen the Palestinian civil society through enhancing accountability and good governance as part of the European Union’s “Initiative for Democracy and Human Rights”. After successfully compiling a Code of Conduct for Palestinian NGOs, the project enters now its next phase, in which the NGOs are taking a watchdog role towards the governmental and private sector.

In cooperation with AMAN, the KAS Ramallah established a guide to introduce and reinforce public hearings within the structures of the PLC (Palestinian Legislative Council). The PLC and its members will use their experiences, expertise and resources to fight corruption within the public and private sector. The hearings are meant to give an overview about activities in organizations and companies.

Monitoring public and private processes is a great step towards the strengthening of the Palestinian NGOs in order to fulfill their watchdog role properly. Further benefits of this project are the publication of procedures and processes as well as fighting corruption in different areas, creating transparency and the participation of the NGOs in the political decision-making process. The creation of transparent and pluralistic structures within civil society is one of the main goals of the KAS Ramallah that are to be achieved throughout initiatives like this.
