Konrad-Adenauer-Stiftung and the Office of the Office of Administrative Courts conducted an exhaustive round-table discussion led by Marc Spitzkatz, Head of the Rule of Law Programme Asia in Bangkok on 6th November, 2012. The objective was to determine the best methods for assessing the skills of judicial professionals, using a comprehensive analysis of the German system as a benchmark for comparison. The organizational structure of judges, internal and external modes of assessment and various Key Performance indicators for assessment by executive judges in Germany was also elaborated.
