Dialogue platforms on (security) policy challenges in Somalia

Creating a dialogue between academia, politicians and civil society in Somalia

The Regional Programme Security Dialogue for East Africa (RP SIPODI East Africa) of the Konrad Adenauer Stiftung (KAS) in cooperation with the Management Institute for National Development (MIND) Somalia has organised several dialogue platforms throughout this year. The four debates addressed (security) policy questions of high relevance for the Somali society and took place at the Somali capital of Mogadishu.

The dialogue platforms have the goal to provide an opportunity for government officials, experts, researcher as well as the public to discuss pressing political issues and debate potential solutions. Through offering a space to engage in constructive dialogue, these events shall lead to initiatives and policies advancing peacebuilding and reconciliation.

The cooperation between KAS and MIND set off with the discussion „Finalising the Constitution and Democratisation“ on 7th June 2023. Nils Wörmer, Director of RP SIPODI East Africa, highly valued the collaborative initiatives with MIND, which were commenced after the first trip of RP SIPODI East Africa to Mogadishu in March. The concept of these platforms is considered an important contribution to promote a constructive dialogue with numerous relevant actors including different parts of Somali civil society, political actors and scientists.

„Countering Violent Extremism and Stabilising Liberated Settlements“ as the second event of this series took place on 7th October 2023, with the following discussion on the 12th November regarding the „African Union Transition Mission in Somalia (ATMIS) - Troop Drawdown and its Impact on Security and Stability of Somalia“. This was the third event of RP SIPODI East Africa with its partners in this series, enhancing the dialogue between diverse segments of Somali society. On the 26th November the series was concluded with the participants debating the last event regarding „Somalia’s Elections: How Can the Country Achieve Direct, Harmonised and Timely Elections?“.

MIND Somalia is a non-governmental organisation that has been active since 2016. It is promoting democratic governance as well as building capacity for Somali institutions through numerous courses and policy advice. Furthermore, MIND Somalia is conducting research to empower the Somali institutions operating more effective, having a higher efficiency and promoting more equality. In this regard, the topics of overcoming the consequences resulting from climate change, advancing leadership and governance capacities as well as gaining a better understanding of the sources of conflicts are addressed.
