Public Procurement Law Training, Mpumalanga Province (Nelspruit)

Training for the Mpumalanga branch of the public protector (PP)

In continuation of the training programme for the Office of the Public Protector (PP), this workshop targets investigators of the PP Mpumalanga Branch.

In continuation of the training programme for the Office of the Public Protector (PP), it was now rolled out in the eighth province, co-organised by the Head Office of the Public Protector in Pretoria and the KAS. The content and curriculum of the training was developed by Prof. Quinot and Prof. Williams-Elegbe from the African Procurement Law Unit (University of Stellenbosch), who also implemented this workshop. This time, 15 investigators of the office of the Public Protector from the Mpumalanga Branch together with Botromia Sithole, the Provincial Representative of the Office of the Public Protector in Mpumalanga and the Deputy Public Protector, Adv. Kevin Malunga attended the 5-day training about public procurement law in Nelspruit.

The training especially focused on the following main areas:

  • Introduction to public procurement law and overview of the state of the law in South Africa
  • Procurement methods
  • Adjudication of public tenders
  • Grievances and disputes in public procurement law
  • Corruption in public procurement

On the first day, the participants were introduced to these topics and provided a basic legal framework of Public Procurement in South Africa. Over the course of the event, particular procurement methods were dealt with, especially competitive bidding on day three. Day four tackled the issue of grievances and disputes in Public Procurement, while on the last day, the focus lay on legal measures aimed at curbing corruption in Public Procurement through identifying typical forms of corruption within procurement law.
