This policy paper introduces the Diaspora Capability Index (DCI) as a new analytical framework to help Lebanon move beyond a remittance-dependent economic model and strategically harness the full potential of its global diaspora. Building on economic complexity theory, the DCI maps diaspora human capital, financial leverage, networks, and institutional linkages across priority sectors, offering policymakers a data-driven tool to identify where transnational capabilities can most effectively support productive diversification, innovation, and long-term resilience. The study applies the DCI to key sectors in Lebanon and proposes a replicable model for other diaspora-driven economies seeking sustainable development pathways
