Strengthening the role of community level representatives in the implementation of the National Anti-Drought Strategy (E

KAS together with the National Drought Management Authority (NDMA) in the two counties carried out a series of participatory community forum to assist the local communities in developing the said plans – a proactive process towards harnessing community governance. This emerged from the need to prepare ward level contingency plans in Baringo and West Pokot Counties ahead of the predicted delay in rainfall and subsequent pouches of drought that will last up to around March 2018.

During a visit in several counties Thomas Tödtling, Director of the KAS Devolution Program and other PTD-representatives met with high-ranking decision makers and senior county officials from Elgeyo Marakwet, West Pokot, Baringo and Makueni to discuss public participation, civil oversight, policy recommendations and areas of future cooperation.

West Pokot County Community Forums on Disaster Risk Management Policy Draft

KAS together with county government of West Pokot, department of intergovernmental coordination, peace Building and disaster management conducted a three day community forum to create community awareness on the draft Disaster Risk Management (DRM) Policy. The community forums were held between the 23rd and 25th of February 2017 at Chesra, Miskwony, Takaywa, Lomut, Nakwijit and Napitiro Centres.

West Pokot County’s Disaster Risk Reduction (DRR) strategy and techniques to promoting community participation

West Pokot County is one of the 23 Counties in Kenya prone to drought as the main type of disaster.Disaster loss has increased the exposure of persons and assets to a number of vulnerabilities hence generating new forms of disaster risks. The county is vulnerable to drought especially in the lowlands. Therefore,there is need to focus efforts towards disaster risk reduction integrating these dynamics into a working county policy on disaster management.

Social accountability is the key strategy of the Partnership for Transformational Devolution project. The members of the Citizen Oversight Forums (COFs) are the key drivers of this strategy. The project adopted community scorecard (CSC) as the main social accountability tool. CSCs are targeted around specific services and so work best at a local level, where the ‘community’ and the service being evaluated can be fairly well defined. After an intensive training on the CSC methodology, the COFs identified two health facilities for each of the target Counties.
