TOR: Food Security and Access to Land for Women in Baringo and Samburu Counties

Gender inequality when it comes to access to land usage is a challenge especially in pastoraists communities. The impact of natural disasters such as drought usually affect the ability of other parts of the county to guarantee food security for themselves and therefore slowing down general efforts on poverty reduction and crisis prevention. These disasters also reduce land rights and access by all community members, especially women. To improve food security and active involvement of women in food security issues, KAS is working with the state and non-state actors to promote and strengthen participatory political environment and subsequently sound public policy frameworks in the target counties in respect to improving food security. KAS Kenya therefore seeks a consultant to undertake an assessment of food security and access to land for women in Baringo and Samburu Counties so as to identify gaps in relation to land access and how it affects food security.

TOR Video Production Cruel Conflicts Vs Food Security

KAS Kenya seeks a consultant to engage in video publication which will shade more light between existing policies that address food security/ conflict among herders and the preferences of the local people. The video will give first-hand opinions of policy makers as well as those of local people on how best they can deal with the menace. Video documentation will explore some of the Alternative Dispute Resolutions that local populace use to address conflicts and their preferred way of being food secured.

With devolution, counties continue to champion for progressive increase in their allocation of national share of revenue. This effort is augmented on the need to promote social-economic transformation among people living/residing in these counties. While the function of public affairs at the county level lies with the County Governments, the role of the civil society organizations as watchdogs, to hold the respective county governments is seemingly weak especially in respect to community based organizations that are domiciled within the counties, constituency and in wards.

Progressive development of CIDP, which is the county’s implementation blue print, is crucial in ensuring that matters socio-economic and political developments are well addressed. Both CIDPs of Samburu and Turkana clearly outline that inter-clan conflict along their boarders is one of the factors derailing development, service provision hence creating a vicious circle of food insecurity.
