If the newly adopted amendments will be implemented and 50 out of 101 mandates elected directly in single constituencies, this share will likely more than halved, since closed access to resources and media will not allow the pro-European opposition to compete successfully in constituencies all over the country. Instead, either the PSRM may benefit from the new system or a large number of independent candidates could be elected that would support a PDM government. That “independent” candidates would in fact not be independent, has been a key concern emphasized by the Venice Commission.

EU institutions have raised serious concerns about the change of the electoral code but not yet decided on sanctions. The effect can have a far-reaching impact on the democratic development but also on the European orientation of the county; for whether public support can be maintained and regained for European integration and European Integration itself thus be ultimately preserved for Moldova will depend on the resilience and strength of the pro-European opposition.
