The Future of the Kosovo–Serbia Dialogue by 2030

This paper analyzes the current deadlock in the EU-facilitated dialogue between Kosovo and Serbia, arguing that achieving functional normalization by 2030 requires moving past search for new formulas to instead strictly enforce existing agreements through phased commitments, equal EU conditionality, and leverage.
