In democratic states which strive to uphold the rule of law - meaning that no one is above the law, everyone is treated equally under the law and everyone is held accountable to the same laws - the effective implementation of laws is at the heart of the system. Even a well-designed policy remains ineffective if it is poorly implemented or inadequately managed.

In Lebanon, although anchored in the heritage of democracy, the effectiveness and efficiency of laws is often times jeopardized by a variety of factors. These include the omission of issuing relevant implementing decrees, the sometimes (poor) drafting quality of laws as well as operational and political reasons whereby the implementation of laws is ignored or prevented.  

Thus, the Rule of Law Programme Middle East / North Africa of the Konrad-Adenauer-Stiftung (KAS) in cooperation with the Lebanese Foundation for Permanent Civil Peace (LFPCP)  is organizing a whole day round table in which key speeches will take place in the domain of the effective implementation of legislation. In addition to presentations of the main non-implemented laws, gaps and next steps needed.

With the participation of Jurists, Judges, MPs, Ministers and Civil Society actors, the workshop will take place at Kempinski Hotel on Fiday the 24 of September 2021 at 9:00 am.
