Vietnamese policy makers and lawyers discussed the conditions needed for the development and improvement of the existing legal system.

Law development needs well-trained personnel, adequate infrastructure and honoria for experts, Dr. Tran Van Dat - Deputy Head of MoJ Department of General Affairs in Legal Development said at a seminar. Dr. Kim Dung of the Ministry of Education and Training said, law building should be treated like scientific work providing funds for researches and tests. Other participants called for renovating the mechanism and including different stakeholders in the process.
