The 13th National Assembly (3th session) approved the Law on Handling of administrative violations to met the requirements of judicial reform, administrative reform, improving the rule of law, maintaining security and social order. Besides, the NA issued the Resolution No. 24/2012/QH13 on June 20th 2012 on enforcement of the Law.
The Government then issued Decree No.81/2013/ND-CP on July 19 2013, detailing articles and measures to realize the Law on Handling of administrative violations. On 25 October 2013, the Prime Minister stipulated Decision No. 1950/QD-TTg, on approving the Scheme on “Building up organizational apparatus and staffing to initiate the implementation of the Ministry of Justice, Ministries, Ministerial-level agencies and local judicial authorities’ unified management of enforcement of Laws on Handling administrative violations”. Then, on 15 May 2014, the Prime Minister issued Decision No. 717/QD-TTg on establishing the Agency for Management of administrative violation handling and law enforcement monitoring under the Ministry of Justice. Despite many decisions, decree and resolution, the implementation of the Law on Handling of administrative violations has faced numerous difficulties. In the effort to improve the effectiveness of the implementation of the Law on Handling of Administrative Violations, the MoJ organises this workshop which focuses on evaluating the law enforcement and lessons for future application.
