The 7th Ocean Dialogue intends to focus on the following two issues:
- Freedom and safety of navigation: The right of navigation is regulated by the 1982 United Nations Convention on the Law of the Sea but also subject to different interpretations by different parties and challenges from excessive maritime claims. With the increasing importance of the regional sea lanes of communication, the greater presence of vessels from regional and international actors, there is an increasing need to ensure freedom and safety of navigation in the region.
- Sea-level rise: this is not only a climate change concern at the global level but also a topic of discussion in the International Law Commission of the United Nations's programme of work. Sea-level rise could bear considerable impacts from the legal perspective on baselines, maritime delimitation and exercise of maritime rights of coastal states, etc. Better understanding of the legal implications of sea-level rise is essential for future ocean governance.

Two Sessions will be discussed by panelists
SESSION 1: Sea-level rise and potential legal implications
Climate change, including change in sea level, could lead to profound consequences to Coastal States and implications to the law of the sea, including maritime boundary delimitation. These issues, along with practices from and recommendations for Coastal States, will be discussed in this Session
SESSION 2: Freedom and safety of navigation in international law
Session 2 aims to (i) clarify how freedom and safety of navigation is regulated in international law and practice; (ii) identify the gaps among Coastal States’ approaches and challenges to freedom/safety of navigation in Indo-Pacific; (iii) find recommendations to ensure this freedom and safety.
