„Active-Cambodia“ – E-Government introduced in Cambodia

The project partners net-Com AG, GTZ, KAS and Asia Urbs report: Within the scope of the project “active-Cambodia”, software licences will be handed over to NIDA and the districts Siem Reap and Battambang on May 10, 2006. Information and interactive administration services will be made available quickly and transparently over the internet.

The project „active-Cambodia“ is a cooperative project between the German Association for Technical Cooperation (GTZ), the Konrad-Adenauer-Foundation (KAS), the European Union-founded project Asia Urbs and the German company net-Com AG. The Cambodian participants are the districts of Siem Reap and Battambang, the Ministry of Interior, the National Communications Technology Development Authority (NIDA) and the embassy in Berlin.

The districts Battambang and Siem Reap will create their own internet portals. Information about the districts, the public administration and its services will be made available online. In a second step, five services of the One Window Service Offices will be delivered over the internet. Paper documents will be rendered increasingly superfluous. Electronic applications for the processing of services will be fast and transparent. Cambodia will catch up to the international standards of eGovernment.

The software can be operated by the administration staff. The portal software “active-City,” developed by net-Com AG, is available in Khmer language. It is user-friendly and makes the district administrations independent of external service providers in the maintaining of their web-portals.

The internet websites will also contain multilingual information about local companies, who receive access to national and international customers. Primarily the tourism sector will benefit from this project. Its offers will be made available on the web pages of the embassy in Germany. The virtual tourist streams will be directed to the Cambodian businesses.

The portals will continue operating even after the end of the project and should cover their costs with financial contributions from the participating companies. With that aim, the creation of an operations company is foreseen, which would implement the project in other administration districts in Cambodia.

Net-Com AG

The company net-Com AG has been working in the public sector since 1998 and is one of the market leaders for internet portals of public administration systems in Germany. The headquarters of the company, as well as one branch office, are located in Germany. An additional branch is located in Hanoi, along with a project office in Phnom Penh. Two Cambodian employees will support the active-City projects in Cambodia. Net-Com has successfully carried out several orders and projects in Asia. The active-City software is field-proven for this project because it is easy to use and optimally designed to fit the needs of public administrations.

Asia Urbs Project "Strengthening of pilot city administrations Battambang and Siem Reap: Revenues and budget, transparency and peoples participation" (Asia Urbs 3)

Asia Urbs is a development program by the European Union that aims at the promotion of local partnerships between territorial corporations in the European Union and Asia. The two Cambodian districts Battambang and Siem Reap, as well as the German District “Rhein-Sieg-Kreis” and the Italian City of Spoleto, are partners to the project. In addition, the project is supported by the Konrad-Adenauer-Foundation (KAF) in Phnom Penh, the BBJ Service in Germany and the Cambodian Ministry of the Interior. The project aims at the reform of urban district administrations as a model for the Cambodian decentralization and deconcentration strategy.
