The Indo-Pacific region refers to the confluence of the Pacific and Indian Oceans, which interconnect in Southeast Asia. It is now already a geopolitical constant. The region has the largest and wealthiest states in the world and be attracted by the US and other global players. It is on the way to becoming a major playground for geopolitical influence.

The Indo-Pacific has become a prominent frame of reference for the analysis of geopolitical and geo-economic issues in recent years, increasingly displacing the Asia-Pacific in strategic discussions. It is a construct of contested interpretation, necessitating warring visions and constructs likely to be wrestled out between opposed strategic stakeholders in the region. 

The emergence of the Indo-Pacific concept has created some uncertainties in Southeast Asia, leading ASEAN and its member states to re-assess their strategic and foreign policy outlooks. Competing visions for the future of the Indo-Pacific have played a key role in those re-assessments. In its view, ASEAN highlights how the Asia-Pacific and Indian Ocean regions have become some of the most dynamic in the world, as centers of economic growth and development for decades. These developments have caused the region to experience geopolitical and geostrategic shifts. These shifts present both opportunities and challenges.

In this context, an important dilemma for many small states is how best to maintain a distinction between their demands for a preservation of preferences, based on the argument of special vulnerability, and the demands of other developing countries for retention of these preferences as an indispensable development tool.

Therefore, the International Relations Institute of Cambodia (IRIC) in cooperation with Konrad Adenauer Foundation in Cambodia (KAS) will organize an IR Policy Forum on “Indo-Pacific Strategy and Small States’ Diplomacy” together with the launching of “Diplomatic Briefing Issue No. 3: Yet another Great Game? Indo-Pacific Strategies and Southeast” Asia Khmer version. This IR Policy Forum aims to observe the political game in Indo-Pacific region and identify the challenges of small states and the diplomatic position and behavior they should play.

The event will be conducted in Khmer and English language with simultaneous translation. The event will be organized in a hybrid platform where speakers will be invited to the conference room of the Royal Academy of Cambodia (RAC) while other participants will be invited to join us virtually via zoom.

The organizers will invite some selected authors of the “Diplomatic Briefing Issue No. 3: Yet another Great Game? Indo-Pacific Strategies and Southeast” to speak in the Forum.
