Background
The Royal Government of Cambodia of the 7th Legislature of the National Assembly launched the Pentagon Strategy Phase I during the first cabinet’s meeting on 23rd August 2023. The strategy aims toward realizing Cambodia’s 2050 vision of a robust society with a higher income status. Outlined on top among the “Five Strategic Pentagons” is the “Human Capital Development” follows by Pentagon 2: Economic Diversification and Competitiveness Enhancement, Pentagon 3: Development of Private Sector and Employment, Pentagon 4: Resilient, Sustainable and Inclusive Development, and Pentagon 5: Development of Digital Economy and Society. Under the first pentagon, the government has recognized the indispensable significance of fulfilling the growing needs of Cambodia’s socio-economic development through investment in human capital development.
The Konrad-Adenauer-Stiftung (KAS) Cambodia Office and the Institute for International Studies and Public Policy of the Royal University of Phnom Penh shared and supported this commitment. KAS Cambodia having almost 30 years of experience working in the Kingdom of Cambodia recognizes the importance of public policy education and dialogue as supporting mechanisms in promoting the country's human capital development. In 2022, KAS Cambodia and IISPP, entered a framework of cooperation in the field of public policy education. Our partnership envisions the future of Cambodia driven primarily by enthusiastic, professional and young policy leaders, as well as by well-informed, participatory and proactive citizens. In 2023, both institutions successfully conducted a 7-months long public policy training program that has resulted in improvement of knowledge, network, and skills among its fellows. Following the conclusion of the training program KAS and IISPP has continue to work on two major publication namely 1) Policy Brief: Social Issues in Cambodia and 2) Adenauer Perspectives: Contemporary Issues in Cambodia and beyond. We are committed to continuing this capacity-building program in years to come.
Overview
The Pentagon Forum is an annual policy dialogue of the Konrad-Adenauer-Stiftung Cambodia and the Institute for International Studies and Public Policy of the Royal University of Phnom Penh. The forum will be held on 23rd November 2023, for the first time, under the theme of “Enhancing Youth’s Capacity Development and Participation in Policymaking Processes”. With this theme, we aim to begin with a focus on young Cambodians as a key agent to their country’s future.
Objective
The forum provides thematic and comprehensive dialogue on the policy direction of the Kingdom of Cambodia. We hope that relevant stakeholders are able to take on this platform to exchange on challenges, opportunities, and innovative ideas that could contribute in navigating Cambodia’s development progress. Alongside with its core aspiration is our objective to provide a space for young Cambodians to voice their opinions and offer their inputs on relevant policy issues through publication and presentation.
Structure
With that, the Pentagon Forum is designed to offer a range of activities that will immerse participants in an insightful learning journey. The program consists of:

- Highlight and Call for Applications of the Adenauer Young Scholars for Excellence Fellowship 2024

In the efforts to promote public policy awareness and participation, both institutions provided a diverse set of activities as prescribed above which include the comprehensive capacity-building program, publication, and finally the Pentagon Forum.
