Background

As digitalization and technological progress pick up speed in Cambodia and around the globe, cybersecurity and data protection have never been more important, and so has the effort toward more robust and inclusive cyber- and data security. 

With this in mind, the Konrad-Adenauer-Stiftung (KAS) Cambodia in collaboration with our partners will convene an interactive exchange on the latest and prospects of, legal and regulatory developments in cybersecurity and data protection in Cambodia through a series of discussions with experts handpicked from our network in Cambodia and the region to speak at the forthcoming 22nd Law Talk—Cybersecurity and Data Protection Conference. 

About the Law Talk 

Since 2006, KAS Cambodia has organized the Law Talk with the help of our partners as part of our ongoing efforts to create a culture of legal academic work and legal discourse in Cambodia and the region. This yearly conference has served as a forum for fruitful discussions among legal practitioners, lawmakers, academicians, other important stakeholders in Cambodia, and other international experts on specific legal topics that are being discussed at the national, regional, and global levels. Several legal topics have been discussed in previous Law Talks, including constitutional law, legislative drafting, labor law, human rights, environmental law, consumer protection, and so on. 

On the occasion of the 22nd Law Talk this year, up to 60 legal scholars and practitioners from Cambodia and abroad will jointly shape the discussion surrounding the legal development of cybersecurity and data protection in Cambodia and beyond. 

Date & Venue 

The conference will take place on November 30th, 2023 at 8 a.m. at Fairfield By Marriott Phnom Penh. 

Participation

This event is by invitation-only. Around 60 participants and stakeholders from academia, government, judiciaries, businesses, youth representatives, and the NGOs responsible for planning, and setting up new and managing existing cyber security practices and policies in Cambodia and abroad will be invited to the conference. Discussion and Presentation

The conference will address latest and prospect of legal and regulatory development of Cybersecurity and Data Protection in Cambodia and beyond, in a form of keynote presentations and thematic discussions:  

Theme 1: Setting the scene – the development of Cybersecurity and Data Protection Regulation: Where is Cambodia now?    

Theme 2: Balancing (economic growth) and Cyber& Data Security    

Theme 3: Toward Cyber and data security through right-based approaches    

Theme 4: Projecting the Future debate and Cybersecurity and Data Protection Regulation in Cambodia
