Local Governance, Vision and Political Leadership

KAS Kosovo and KLGI organized a three-day training program in Brezovica focused on strengthening municipal leadership and improving local governance practices. Participants engaged in expert-led lectures, practical workshops and group work addressing democratic mechanisms, policy development and political communication.

From 30 May to 1 June 2025, the Konrad-Adenauer-Stiftung (KAS) in cooperation with the Kosovo Local Government Institute (KLGI) held the training program “Local Governance, Vision and Political Leadership” in Brezovica. The event brought together local officials and young professionals to deepen their understanding of municipal governance, decision-making structures, leadership, and strategic political communication.

The program opened with registration and welcome remarks from Granit Tërnava (KAS) and Valmir Gashi (KLGI). The first lecture, delivered by Sadri Rrmoku, focused on the foundations of local governance, the legal framework, and the institutional structure of municipalities in Kosovo. Sessions continued with a detailed exploration of mechanisms of direct democracy, followed by working groups addressing real governance challenges. The day concluded with a presentation of the political program “The New Road.”

On the second day, participants were welcomed by Besnik Mucaj, who led a workshop on data collection and identifying local issues. After a collective analysis session, the group examined how local problems can be linked to municipal policies and financing. Afternoon activities included case-simulation exercises in municipal decision-making, ending with group presentations summarizing their findings.

The final day featured a lecture by Jona Jaha on leadership and management in municipal structures, highlighting the importance of strategic vision and effective administrative coordination. After, participants took part in a session on political communication, discussing clarity, messaging, and public engagement. The program concluded with final working groups and an evaluation of the training before the participants’ departure.
