NATO and EU Cooperation – A Key to a Resilient Future

10th Zagreb Security Forum

The 10th Zagreb Security Forum brought together over 240 experts from around 30 NATO and EU member states, including academics, politicians, and representatives of the armed forces and intelligence services. This year’s forum focused on the resilience and cooperation of NATO and the EU, with particular emphasis on identifying current security, geopolitical, and informational processes that pose a threat to the stability of Euro-Atlantic integration, such as hybrid threats, disinformation, cyberattacks, and the security of critical infrastructure.

The forum was attended by, among others, State Secretary Branko Hrg, the Representative of the Croatian Minister of Defense and Deputy Prime Minister Ivan Anušić, representatives from the University of Defense and Security “Dr. Franjo Tuđman”, as well as General (ret.) Erhard Bühler, former commander of KFOR and the Joint Warfare Center. In his analytical keynote, General Bühler spoke about hybrid threats and the challenges facing NATO and the EU in the 21st century.

The forum’s program included several key panels. One panel was dedicated to Russia’s aggression against Ukraine, where participants exchanged experiences on long-term and psychological warfare as well as the defense of occupied territories. Other panels focused on the protection of energy and underwater infrastructure and the analysis of Russian intelligence and disinformation campaigns within the EU and NATO. Participants also discussed the impact of disinformation on electoral processes, the security of critical infrastructure, and the threats posed by cyberattacks.

Special attention was given to strengthening democracy and protecting freedom and society in the context of modern security challenges. The forum reaffirmed the importance of coordinated NATO-EU cooperation as a central instrument for building a resilient Euro-Atlantic space and effectively responding to the comprehensive security threats of the 21st century. Through its participation, the KAS Office for Croatia and Slovenia highlighted its commitment to enhancing security cooperation and promoting dialogue on the challenges NATO and the EU face in today’s security environment.

Besonderes Augenmerk richtete sich auf die Stärkung der Demokratie sowie den Schutz von Freiheit und Gesellschaft im Kontext moderner Sicherheitsherausforderungen. Das Forum bestätigte die Bedeutung einer koordinierten Zusammenarbeit von NATO und EU als zentrales Instrument zum Aufbau eines widerstandsfähigen euroatlantischen Raums und zur effektiven Reaktion auf umfassende Sicherheitsbedrohungen des 21. Jahrhunderts. Das KAS-Büro Kroatien-Slowenien unterstrich durch seine Teilnahme sein Engagement für die Stärkung der Sicherheitszusammenarbeit und die Förderung des Dialogs über die Herausforderungen, denen NATO und EU im modernen Sicherheitsumfeld gegenüberstehen.
