The purpose of the conference is to secure the funds for a tangible package of measures serving the establishment of the Palestinian police and security agencies as well as the judicial system.

As the only political foundation KAS Ramallah was involved in the preparations of the conference. Together with its partner, the Institute of Law (IOL) at Birzeit University close to Ramallah, KAS trains judges and attorneys. Arranged by KAS, a general agreement between the IOL and the Palestinian Ministry of Justice was recently signed. The support of a constitutional state and the rule of law is one of the main objectives of KAS' work in the Palestinian Territories.
