The survey, conducted via telephone, aimed towards a probability sampling of all NGO employees in the Palestinian Autonomous Territories. It pointed out, that 83% of the respondents consider exploiting the assets and resources of the organizations, besides patronage, as the main form of corruption. Almost every third (30%) even knew about cases of corruption inside their own organization.
The questionnaire also included possible measures of containing corruption and inefficiency. To counter corruption, by shaping the work of NGOs in a more transparent way, three-quarter of the respondents suggested open and broad membership-rules. Furthermore a vast majority (97%) agreed on establishing an independent organization to fight corruption inside the NGO-sector.
But in spite of all these deficiencies, an overwhelming majority of the respondents (94%) agreed that NGOs constitute a great contribution towards the development of Palestinian society.
