Research Context
South Mediterranean countries are witnessing significant transformations in their energy sectors. Historically characterized by a strong dependence on conventional energy, the region is now moving toward an energy transition by developing its significant potential in renewable energies, particularly solar and wind energy, as well as green hydrogen. However, this transition faces several challenges, ranging from geopolitical tensions, financing gaps, and limitations in interconnecting infrastructure, to regulatory barriers and environmental constraints.
In this context, this call for proposals invites researchers, policy experts, and practitioners to conduct a policy report that provides a comprehensive overview of the energy sectors in the South Mediterranean region, with a particular focus on North Africa. The study should cover both conventional and renewable energy systems and shed light on the overall evolution of the energy landscape, including energy production capacity, regulatory frameworks, market dynamics, energy infrastructure and interconnection capacity, and investment developments.
Objectives
The report aims to:
- Strengthen the understanding of complex energy sector governance dynamics through evidence-based knowledge that informs policies and practices.
- Identify key challenges and opportunities shaping the energy sector in the region.
- Assess the progress of national strategies in terms of energy transition.
- Open an informed debate on promoting consistent and realistic strategies for the European Union to engage constructively in South Mediterranean energy transition.
- Identify potential policy recommendations and areas of support.
Methodology
The report should be based on a robust research design, including:
- Primary data collection:
1. Key informant interviews with relevant stakeholders, including government representatives, private sector actors, and leading experts.
2. Quantitative data collection.
- Stakeholder and policy/legal framework analysis
1. Analyze stakeholders involved in the energy sector to understand their interests, influences, and impacts.
2. Review existing legal and policy frameworks to assess their adequacy, analyzing laws, regulations, and policies relevant to energy sector governance.
- Report writing: Synthesize findings into a comprehensive report that guides policy dialogue. The report will include detailed analysis, conclusions, and recommendations.

- Submission of inception note: 25 April 2026
- Submission of draft study: 20 July 2026
- Submission of final study report: 15 October 2026

Required Expertise and Qualifications
The consultant or research team should demonstrate:
1. Advanced degree in energy policy, economics, international relations, or related fields.
2. Proven experience in energy sector analysis and/or public policy reform and governance
3. Strong knowledge of renewable energy systems and energy markets.
4. Experience working on Mediterranean, North African, or MENA energy issues.
5. Demonstrated experience in producing policy reports or analytical studies.
6. Excellent analytical and writing skills in English and French.
7. Team Coordination and Leadership Capacity: The designated team leader or study coordinator should demonstrate strong leadership and coordination skills, with proven experience managing multidisciplinary research teams and collaborative analytical work. Prior involvement in similar
regional studies, policy research projects, or high-level policy dialogues and events in the Mediterranean or MENA region will be considered a strong asset.
